California Tax Debt: Find the Right Agency
FTB, EDD, and CDTFA administer different taxes and have separate accounts and procedures.
Identify the Agency
Read the agency name before taking action. FTB handles California income and franchise tax matters. EDD payroll accounts and CDTFA sales and use tax accounts follow their own procedures. An IRS agreement does not resolve a state balance.
FTB Balance Notices
Compare the account summary against your return and payment confirmations. If you dispute an amount, gather the notice and relevant records. Keep federal and California payments clearly separated so that a payment to one agency is not mistaken for payment to the other.
A Proposed Assessment Is Different
An FTB Notice of Proposed Assessment proposes an additional liability. You can protest by the date on the notice, generally within the 60-day protest period. Interest can continue during a protest. Read the instructions before choosing whether to pay, protest, or seek review.
When You Need a Payment Plan
FTB offers installment agreements subject to eligibility and review. A pending request is not a reason to ignore collection mail. Some accounts, including active withholding orders, cannot use the online application route. Use the official page to identify the correct contact and current requirements.
Your Preparation Checklist
Gather notices by agency, filed returns, payment history, financial records, and the dates of any bank or wage order. Track each response separately. Keep the agency’s confirmation when a payment plan or other arrangement is approved.

A simple payment-history issue or eligible online plan may be handled directly. Consider professional help for residency disputes, business liabilities, proposed assessments, or simultaneous federal and state collection.
